A sweet describes any sort of sweet or sugary food. candy describes sweet/sugary foods that are served in small portions in stores pre-made, like chocolate bars, lollipops, marshmallow, etc. A dessert is a sweet food that had to be served as a dish, and is usually a larger meal than a piece of candy. foods like pastries (croissants, donuts, cake, cupcakes, anything made of dough) are always going to be considered desserts and not candy, for example. But all of these things can still be called "sweets".
