"You talk a lot " means you are always talking and never give anyone else the chance to say something.
"You speak a lot" is not a common sentence, but, to me, it means that you give a lot of speeches. Maybe you are talking to a politician that speaks to groups of people very often.

Either sentence can work, but “You talk a lot” sounds more natural and more commonly used in conversations.
