Stores and supermarkets used to give plastic bags. They no longer do, and the customers have to come with their own bags, or have to buy a bag at the store/ supermarket.

Belgium/France here !
Depending on the supermarket:
- Cardboard or stiff paper bags (uncommon in supermarket, but especially used for fruits and vegetables, sometimes meat. Some supermarkets also offer cotton bags that are more expensive, but reusables) (cardboard bags are very common in clothing stores). These cardboard bags are usually placed near fruits and vegetables and are free. In clothing stores, you may be charged a few cents to get one.
- Recycled plastic bags. "Carrefour" (a famous supermarket chain), for example, offers bags made from old fishing nets. (I have several of these in my car, it's handy and quite big). You have to buy them at the cash desk.
- Finally, there are foldable fabric bags that you can carry in your handbag. I would say they are more or less the same size as a regular plastic bag. I mainly use them for smaller purchases or when I forgot to put my big bags back in the car. There are many different patterns. For example, I have a green and orange one that takes the shape of a carrot when you fold it, but most of the time, they fold into a small rectangle that fits in the palm of your hand. You can also buy them at the cash desk or in the aisles of the store.
