Asking someone “to come to” an event is a normal invitation. It works in every situation.
Asking someone “to” an event is not correct in most situations. But with some events, such as dances or parties or festivals, it can imply a date, or a romantic activity. We sometimes use this wording for dance events, especially “balls” and “school dances.” Person A will ask Person B “to the dance,” which means “go to the dance event together.”
