phrasal verb of go
1.
(of a light, electricity, etc.) start working.
"the street lights went on"
2.
continue or persevere.
"I can't go on protecting you"
Both of them implies the same meaning but they are placed in a sentence differently I would say...

It's unnatural but understandable..
The natural way would be... He began to do something...
He starts doing something would also work, but uncommon

OH! I've definitely seen that before. To "go on to" implies you were doing something before, and you're transitioning into a different action. "He started out as a teacher, but went on to write books later in his life."
