The first one (...swim to safety) describes you swimming somewhere safe in general, meanwhile the second one (...swim to the safety) describes you swimming to somewhere known by name as "safe".
Examples: I manage to swim to safety. (somewhere safe).
I manage to swim to the safety *of the shore*. (The shore is known to be safe).
