Hi I have this tense question:

So when A didn't do something for B because he didn't care it enough to do it.

B: You didn't do it because you wouldn't.

My question here is, could "wouldn't" refer to something in the future instead of the past? I mean, I heard "would" could just be a polite way to talk about stuff.
