—This means she is responsible for caring for a child, as a mother.

@Mashamaria1 If she is the mother of the child, it is assumed she cares for the child.
“The mother has a child to be cared for” implies that the child is ill, or has special needs. Or she might be a worker who cares for children (teacher, daycare worker, nurse, governess, au pair).
