it depends on situations so I recommend you to study by topics rather than just dividing them and memorise each uses.
counting - both
hour - 한(하나), 두(둘), 세(셋), 네(넷), 다섯, 여섯, 일곱, 여덟, 아홉, 열, 열 한, 열 두
minute, second - 일, 이, 삼, 사....
length - 일, 이, 삼, ...
in front of measure nouns - 한, 두, 세, 네 ...
