well sure, for tape or a band-aid or something like that, I would say "rip it off"
For a page in a book, I would say "rip it out" or "tear it out"

@HDGD It depends on the situation.
If you're asking them to pull out an entire page, "rip it out".
If you're asking them to pull off a piece of the page, "rip it off".

I think "rip it out" is probably what you want in the original sentence, if the whole page is not important.
"rip off" usually means steal. If you're removing a piece of something, that would be "tear off".
