は is a Topic marker used when it is necessary to clarify what is being talked about. The main effect is to draw attention to the words pointed to by the marker, and once the topic is presented, it is carried over from sentence to sentence until the topic changes.
If the topic is already obvious in the flow of the conversation, it is often omitted in many sentences because it would be unnatural to over-explain it. This is why there are many sentences in Japanese that omit the "subject" part of the English sentence.
象は鼻が長い
Elephants have long noses.
象は(Elephant) 鼻が(nose) 長い(long)
Literally: As for elephants, their noses are long.
