I am not a lawyer, but it sounds to me like appeal to a civil system it means the appeal is directed towards a civil system, as opposed to a common law system. From what I understand, France and Quebec have a judicial system based on civil law England Canada and the United States and others use common law as the basis for their legal systems.

@guy2300 Thanks! I think I didn't make it clear😅that I was confused about "appeal" itself…like, in dictionaries, it's explained as "Request" or "Ask to change decision"
