There's no difference, but "necesito sugerencias sobre cómo..." sounds better to ask a detail about the situation, the other one could be used without the "cómo". "Necesito sugerencias para..." can be used to mention the situation you need the suggestion for or the reason why you're asking for a suggestion.
Examples:
* Necesito sugerencias sobre cómo hacer la tarea de química. (I need suggestions on how to do chemistry homework).
* Necesito sugerencias sobre cómo terminar el informe. (I need suggestions on how to finish the report.)
*Necesito sugerencias para el proyecto de informática. (I need suggestions for the computer science project).
*Necesito sugerencias para poder entregar la tarea a tiempo. (I need suggestions so that I can submit the assignment on time).
