なぜ前の投稿者が日本語の文を提案したかよくわかりませんが、
私だったら「I want to be able to speak English very well.」と訳します。
日本語でも可能形の「話せる」を使うでしょう。
英語でも「be able to」を入れたら、その「~できるようになりたい」というニュアンスがもっとはっきり通じます。
