It implies that maybe they should care, that there are reasons why they should care but they are disregarding them.
"Though" at the end is very similar to "but" at the beginning.
"But nobody seemed to care."
It gives a meaning of a contrast to what came before,
a contrast to what would be expected based on what was said before.
