When people ask me a question 'whose pencils are these?' can I say 'These are mine.'? I know it's okay to say 'They're mine'. But, can I say these are mine instead, I wonder?

You would normally only reply with "these" if you're specifying which pencils you're referring to. E.g. "These are mine, but I don't know whose they are.", referring to two distinct sets of pencils, typically differentiated by at least one of you pointing to clarify which you're referring to. In all other cases one would generally use "they", as it is the neutral form.
