"carrying out" implies that he was taking things out of somewhere; for example, "he was carrying some furniture out of his house" or "he was carrying some food out of his car". "carrying" has no such implication; it could be that he was carrying "out" of somewhere, or not.
"carrying out" can also mean "doing"; this meaning is completely different (and I think not related to your question). For example: "Trump is carrying out his anti-immigrant agenda" means he is "doing" or "executing" or "following" his plans.
