Yes, "but" is usually 「しかし」と「でも」
Sometimes it is also used as an idiom meaning "not at all," or the opposite of what was stated for emphasis.
In that sentence, it is being used to say the bridge is not safe. "Anything (other than) safe."
Maybe slightly similar to「ぜんぜん」?
For example:
"A cheetah is anything but slow." チーターは全然おそくない
"A blue whale is anything but small." シロナガスクジラは全然小さい生き物ではない
