No. You can just use "whether".
I want to know whether or not it will rain tomorrow.
I want to know whether it will rain tomorrow or not.
I want to know whether it will rain tomorrow.
The "or not" is assumed if you leave it out.

If you don't say "or not" people know that it is still in there. It is implied. They know you mean "whether or not".

It's "she will fire him" (or maybe, "he will be fired")
In many cases the "or not" is optional. However, one of the times you have to use "or not" is when you mean "regardless of whether". In this case you are saying she is going to fire him regardless of the quality of his work. She will fire him regardless, even if he is good at his job. She will fire him regardless of whether he is good at his job. She will fire him whether or not he's good at his job. (The "not" is not optional.)
So, these are both fine:
"she will fire him whether or not he's good at his job"
"she will fire him whether he's good at his job or not"
