Yes, 'a Korean perspective’ is one person's perspective, general.
‘the Korean perspective’ is the only, and specific perspective.
Either could work depending on context and what comes after & before the sentence.
a) Eating fruits and vegetables is good from a health perspective. [general]
b) After the injury, the doctor suggested some recovery options for Mr Won. Physiotherapy is good from the recovering athlete's perspective. [specific person]
a) Having a daughter can be emotionally challenging from a father's perspective: they've grown up as boys and need to learn how to relate as they've never been a girl.
b) Mr Prince became a happy father after his wife gave birth yesterday. Having Sarah as his daughter is a blessing from the father's perspective.

Reading "the [country's] perspective" not wrong.
It could feel too restrictive; but again depends on context.
Even two people from the same country, same family, could have slightly different perspective on languages, or other topics.
It's very definite. I would use it more for:
i) It's good to consider risks and outcomes to make an investment from the right perspective.
ii) Damaged phone? Take it to the official service centre, we have the best perspective on fixing it.
iii) Ensuring food distribution and access to education are top priorities from the government's perspective.
Without knowing the rest of your text, your original sentence “We cannot understand English from [the] Korean perspective” seems restrictive, unless this is something every Korean person agrees on.
If you prefer using "the" then your "(1) We cannot understand English from the Korean way of thinking" would work just fine.
