The difference is subtle.
āDoveva essereā can be translated to āhad to beā. So itās more forced. It just HAD TO BE this way.
āSarebbe dovuto essereā can be translated to āshould have beenā. More delicate, maybe there were more ways that thing could be done, but one was preferred. Not like the upper case were there is only one option.

*avrebbe dovuto essere sounds better to my ears, but maybe it's possible to use both auxiliaries in this case šŖ
"doveva essere" = it had to be
"avrebbe dovuto essere" = it should have been
