When somebody doesn't show up at the meeting, can I say this?

- I'm very sorry. At least, you could've let me know before time is up.

I don't know whether 'time is up' can be used in this situation.
And in this case, can I use I'm very sorry as the meaning of 'I am sad.' or 'I am disappointed.'
