The way I see it:
- You're annoying: This sentence is used in case someone makes you uncomfortable. There is a very good idiom that also means "annoying" is "a pain (in the neck)".
Example: He is a pain in the neck/ He is very annoying
- You're boring: This sentence just shows that you feel someone is boring and you don't find this person interesting at all. This may or may not make you have hard feelings.

Annoying is someone or something that's getting on your nerves, something irritating.
Examples:

Boring is when something evokes little interest or no interest at all.
