What would be the main distinction between using the verbs "dangling" and "hanging"? (details down below)

I came across the phrase "nothing is easier than just having these headphones dangling out". So my question is: would the meaning change if the person said "hanging" rather than "dangling"? If so, what would be the main difference between these two options? (I suspect that something that's hanging is not necessarily "moving" but something that's dangling does so, but I'm not sure).
