Question about English (US)

I have a question. I learned that the word "staff" is uncountable, for example, "Our staff is hard working.". However, I saw this sentence the other day, "The school has over 100 full-time staff". I can't believe it. "staff" is like "fish"? "fish" is countable, but it doesn't need "s" at the end of the word even if it's more than one fish, like "one fish, two fish, three fish". Can I say "I have 5 staff"? It means "I have five employees." I'm super confused. Please help me!
