What does It's a big responsibility and it's good of him to take it on. mean?

I don't have any context for it, it just appeared in one of my dictionaries.
Does that mean it is good that he takes on the big responsibility because now no one else needs to take it? Or is it good because he is competent enough to take that responsibility?
