You could call it the “featured items menu,” but I don’t think there is a specific name for this thing in English! So either of the options you suggested would work as well.

If the list is just what the restaurant offers altogether it’s just called the menu. If the restaurant is actually recommending specific items from the menu to their customers then usually in the United States restaurants have Daily Specials which are recommendations that change each day but Americans restaurants really don’t use recommendation lists. Americans may go to a restaurant and ask the waiter what they personally recommend on the restaurant’s menu. In that scenario you would ask, “what do you recommend?” to the waiter. A recommendation menu would be the literal translation but Americans would never use that phrase.
