Well, I'm American and we don't use "has given" to talk about finished actions in the past. We simply say "gave," so I would say "My friend in London sent me a letter." Giving is something physical in my description. If he sent it by email, then "sent" would be correct. If you want to use "who, you need more info." Example: My friend who lives in London sent me an email today."
