I'm not the best with slang/AAVE, but it looks like the singer is saying they are dead before they could leave ("to dip" is common slang for "to leave")

I am not familiar with rap either, but according to the "genius" website (for song lyrics) this passage:
I been in the wonder, I'm thinkin' to grab the clip
Two, three ni**as is dead before they could dip
is an expression of the singer's violent thoughts, because he admitted in interviews (and seen in videos), that he has extreme problems with violence, was incarcerated multiple times and that he could easily kill anyone who annoys him.
This passage simply means, if translated into plain english:
"I'm thinking about grabbing my gun and killing 2 or 3 people before they can run away."
As to what "I'm not into blasphemous acts, but see the brothers they act" means, I think it means that he doesn't want to have these thoughts, but because of his violence other people do what he says.
