I feel like âit has been rainingâ implies a longer period of time
And âit has rainedâ is more immediate
So if its been raining for a week, because of tropical weather patterns/monsoon etc, you would say âit has been rainingâ
But if it rained just for the afternoon, you would say âit has rainedâ
It also can be about the rest of the sentence. For example, if something has been cancelled for the rain, you would say âit has been rainingâ. For example: âsoccer training is cancelled because it has been raining.â When something was caused by the rain, you use âit has been rainingâ.
Also, âit has rainedâ has an element of mystery to it, if that makes sense. For example: âwhy is the ground all wet? It has rainedâ. So if you wake up and discover that it was raining over night, you might say that.
