I don't know really. Personally , I'm not a native Tagalog or English speaker but I can speak and understand them..

A lot of Filippinos tend to know and speak English. Perhaps due to an American influence. But also because English is taught as a second language in the Philippines. Plus this can be shown by the amount of people from other neighboring countries like South Korea coming to Philippines mainly to study English. ๐. But actually our English accents are not like Americans or British so maybe you will have a hard time to understand our accent.

Sooo basically few people speak English as their "native" language, well it also depends if their family or parents starts talking to their children until they've grown up in English-language and that means that's their "native" language.

a lot of them, especially those who are in school. not sure about the others, but back in my grade school/ high school, it is a requirement to graduate that one be able to speak English without difficulty and are able to write in a proficient manner

Almost all Filipinos that have gone to school and especially those who can afford to go to private schools speak good English. I couldn't really say that we are native English speakers because being a native speaker means we use that certain language all the time or it should be your primary means of communication. But we are good in English because that's the language we used in school. But we use our own dialect when we communicate with each other outside of school. Contrary to that.. Some people mentioned about socialites.. I would say that they could be fluent since most socialites are of mixed ethnicities and some use English at home.
