The is almost always unstressed ("thuh"). In fact, the only time it is stressed ("thee") is when it is being used to single out a specific thing.
Thus, you might say "'Thee' United States" if the conversation were about states in general, and you wanted me to know that you meant this specific group. Usually this use is saved for important subjects, which is why a few names always use "Thee" (my college, "Thee" Ohio State University, is one).
