這可以說也是助詞に和で的區別，
①助詞に其實有很多意思，這個に的意思就是表示方向後者到達的地方，所以常常和行きます、来ます、帰ります等移動動詞一起使用，比如
・東京 に 旅行します（旅行に行きます）。（到達的地方是東京）
・うち に 帰ります。（到達的地方自己的家）
・阿里山 に 登ります。（到達的地方是阿里山的山頂）
②助詞で的意思和①に的意思不一樣，它只表示動詞行為的地方，所以使用表示行為的動詞，不是移動動詞。比如，
・公園で遊びます。
・スーパーで買い物します。
・正月を故郷で過ごします。
总之，助词に和で的意思之间，肯定有区别。
另外呢，這句話的動詞（留学します）對不少日本人來說，比較有方向的含義。所以我認為呢，如果你問問日本朋友這兩個助詞當中哪個更合適的話，他們就應該回答日本に留学します，這句話更合適把。
