@Clavi1 In a formal text like this, I would say "Romans have built", because some of their theatres and temples still present until today and the present perfect tense is used for an event that happened and still in the present.

The first one is not really possible actually.. it would imply that the Romans could build more monuments now or in the future. But the ancient Romans are dead and gone, so we say "they built" - the past simple is the best choice in this example.
