means he pulled YOU towards him, by grabbing your sleeves
"He pulled my sleeves"
means he just pulled your sleeves.
Maybe just tugged it lightly.
It doesn't specify if he pulled YOU along with it or not

In my opinion as a native English speaker, I believe "He pulled me by the sleeves" means that the man is pulling the person by the sleeves, but towards a certain place and the sleeves is just *how* he pulled.
On the other hand, "He pulled my sleeves" just means that he pulled your sleeves.
