A 'thrill-seeker' gets pleasure out of engaging in risky activities or experiences that are very stimulating, such as dangerous/extreme sports (e.g. skydiving).
They engage in these activities to get an 'adrenaline rush'—a special feeling or 'high' that results from a sudden increase of adrenaline (epinephrine) being released in the body.

@LTer 'thrill-seekers'/'thrill seekers' basically describes people who enjoy (and feel excited about performing) risky or dangerous activities.
A 'pleasure-seeker'/'pleasure seeker' is similar. It refers to someone who constantly wants to engage in activities for pleasure or enjoyment. However, it does not need to be activities that are risky or dangerous. It simply refers to someone who is primarily motivated by sensual pleasure and the term is synonymous with 'hedonist'.
A person who always likes to travel around the world to go on different adventures is an example of a pleasure-seeker.
In certain contexts, pleasure-seeker may refer to someone who likes to live a self-indulgent luxurious lifestyle or a lifestyle that involves lots of sexual activity.

@LTer "seek out someone" / "seek out somebody" = search for and find someone (someone who meets certain requirements).
Example: "We need to seek out someone who can repair this machine"
"localize someone" / "localize somebody" is not a common expression. It may imply that you mean geographically locate someone (get their specific position/coordinates).

Examples:
• "We have been seeking out locations to film the movie"
• "We are seeking out individuals who are friendly and outgoing"
• "We are seeking out someone who has professional work experience"
• "I need to seek out a personal trainer to help me get back into shape"
• "We would like to seek out new opportunities for creating business partnerships"
• "I am seeking out someone who enjoys reading books and going on long walks"
