You could say "difficult for Japanese speakers" or "difficult for Japanese people". "Japanese" is an adjective. It needs a noun.

@orange21 In the second sentence, add people after the word “Japanese” so it would sound more natural if you say, “This is one of the reasons why english is difficult for Japanese people to learn.”
