I would not say "how that feels like".
You could say "what that feels like" or "how that feels".
"What that feels like" = does that feel like something else you can describe?
For example,
"When you sit next to the fan, what does that feel like?"
"It feels like the wind."
"How does that feel" = your emotion or your perception
