"Has been improved" means the improvement started in the past and continues into the present.
"Has improved" means the person's English has improved and they have maintained that improvement
"Your English has been improved!" though technically correct
needs a subordinate clause to sound like native English usage.
"Your English has been improved by the tongue exercises."
"Your English has been improved by the reduction in your stuttering."
"Your English has improved!"
is exactly as a native English speaker would say it.
