The difference is mainly in the degree of politeness.
Извинявай is used with people you are fairly close with, while извинете and извинявам се are a bit more polite.
Also, извинете is often used when you want to ask a question or excuse yourself, while извинявам се is for when you want to convey an apology.
Ex.
“Извинявай, че те нараних.”
I’m sorry I hurt you
“Извинете, къде е банята?”
Excuse me, where is the bathroom?
“Извинявам се за причиненото неудобство”
I apologise for the inconvenience.
