In formal situation, academic papers, official/fomal articles, etc. (like when you have to be a little bit serious), you'd better use "ครับ".
"ฮะ" is commonly used among guys too; it makes you sound cute/friendly yet remains polite. Typically, it's used by the guy who's rather young; or use it when talk to someone older than them.
