it can be hard to know when to use WHOM and WHO. most people don't make the distinction anymore.
you can say:
She's the one I speak to.
She's the one I TALK to. *this is best. you dont have to say WHO. you can skip it*
She is the one WHO I talk to.
some people say: She is the one THAT I talk to (but I think that is wrong, I don't use "that" when talking about a person).
