The second one has commas that shouldn’t be present.

#1 There was an accident. Some people got stuck in traffic behind the accident. Others, the ones that knew about it, took another road.
#2 We are talking about some specific drivers. These drivers knew about the accident. So they took a different road.
A phrase set off by commas like that can be removed.
So you could say "The drivers took a different road." But there is that extra phrase that gives us more details about the specific drivers we are talking about. They all knew about the accident! So that part is added with commas.
