It depends on the situation and expression of emotions. " Love you , daddy" is more like Goodbye daddy , I love you and will see you later. " I love you , Daddy" is more of a direct appreciation of Daddy and something that Daddy did for the said person.
But mostly it means the same thing.

they mean the same thing, but i also feel adding “I” in front feels more personal
