To be responsible "for" is synonymous with being in charge of something and having been given the authority to manage someone or something else. You have a duty to do something.
For example,
"You're in charge of the decorations committee. You're responsible for planning, purchasing, and setting up all the decorations for the party. Alex is responsible for buying and bringing the food."
"I am responsible for keeping Jerry safe while his parents are on their date and I'm babysitting him."

To be responsible "with" is synonymous with being careful with something.
"That's my car I'm letting you borrow. Please be responsible (careful) with it and don't do something stupid." 😂
"I'm handing you this hammer, please be responsible with it. Don't fling it around, only use it for hitting the nails into the wood."
