In casual occasions like to friends, it's totally OK.
Meanwhile, we never say that in formal occasions, like to teachers, customers, and business partners.

It depends on the relationship with the other.
If you thank someone you don't know well (for example someone on this site), neither サンキュ nor ありがとう are appropriate. You have to say ありがとうございます.
In Japan ありがとう is usually only used when you know the other well and you are not younger than they. サンキュ is a more casual ありがとう, so you guys have to be more close.

It depends on the age of you guys. If you guys are not adults yet, I think it's OK to say ありがとう directly (but サンキュ not really), but adults tend to be more polite at the first contact. I personally use ありがとうございます even if the person I met recently is as old as I.

I don't use サンキュ to people I meet for the first time even if they are in my age.
If you met them in a very casual occasion like drinking parties, サンキュ could be acceptable.
