Do I have to put a personal pronoun in my sentence, if the meaning is clear?
ie. 我要学中文 vs 要学中文
Are there cases where it's needed, and when it's not, or is there a steadfast rule for this? Thanks

Yes most of the times you have to put a personal pronoun in the sentence or others won't understand who you're talking about . But there are times that people in the conversation know exactly that who you re talking about ,then it can be eliminated. It's just like in English I think
