The child seems to be lost.
(we use "stray" for pets, I haven't heard it used for children.)

1) “The child seems to stray” means that a child is not doing what he should be doing. He is staying from his path in life. For example, he might not be doing his school work or taking care of the responsibilities his family places on him.
2) “The child seems to be a stray.” Means that the child doesn’t have a home or a family. Stray used in this way usually refers to a pet that doesn’t have an owner. It would be derogatory to talk about a human child in this way. We would say the child is homeless or the child is an orphan.
