They are the same when used in the same context. example, "I don't want to argue about it." "Over is a secondary usage here. "About is the most accurate word for the context.

They are pretty much the same, but when saying "let's not argue over this" or "let's not argue about this," someone use the 1st sentence specifically when something is not "worth" arguing about.
The 2nd sentence's ("over") other, 'more present' purpose is to avoid the topic.
