Young is an adj.
Younger is adj. + "er" which means more than something else.
A young person is a person who is young.
A younger person is a person who is not as old as someone else. (Comparison).
If said from an old person, they probably would both mean the same thing.
"I don't like the way young people act."
"Young people and their strange words."
"We know the value of hard work, younger people just wouldn't understand."
Here's an example with the opposite:
